Due to the rising cases of Covid-19, travelers to Portugal, who have either EU Covid digital certificate, or a digital certificate recognized by the EU, or a certificate stating that the passenger has had all the vaccines approved by EU and this certificate is recognized by the EU and Turkey in reciprocity, will also have to produce a negative PCR test within 72 hours prior to the flight or an antigen test 48 hours prior to the flight in order to enter the territory of Portugal.
In case a non EU citizen (e.g. Turkish) passenger arrives to Portugal without a test, they won’t be allowed to enter the territory of Portugal.
As a general rule, people are allowed to travel from Turkey to Portugal only for essential reasons (work, medical appointments, family reunion, education and humanitarian reasons).
